On the hardware side you could consider using an Ipaq which with it's
bluetooth and a suitable mobile a connection could be made to a server -
add the rugged case for durability:

Or even a GPS sleeve for location tracking:

This will allow you to use embedded Visual Tools or if you know VB.NET
it might be worth looking into the .NET Compact Framework (currently in
Beta, but very good).
