Taz is correct, This is a Windows bug and is not easily fixed. I think the registry bodge is your best bet as they is a known bug within Windows where you can change the locale setting after install but the system never takes on this new parameter.
Its one of those things in hindsight where you have to make sure you pick the correct locale during the OS installation. Its a setting which needs to be made during windows install (not in the windows control panel). Its not something you can change in the registry or anywhere else as far as I know. The bug only seems to affect LSCurencyFormat() which is basically one of the simplest tags to recreate anyway. Its just the currency symbol and DecimalFormat() Just give up with LSCurrencyFormat().
