Though you could do a global replace on <a href= and change to <cf_a href= and then write the SES generation code in a.cfm

The question really boils down to: How hard is it to rewrite every href in the site so it uses SES URLs? If all your hrefs are dynamic, and a lot of them are generated by a small amount of code, it will take a correspondingly small amount of time to convert. If many hrefs are static, or partially static, and the code for them is scattered all over the place, you'd probably find it easier to rewrite the entire site. my 2p.
