The US Gov. pretty much stays to spec - they understand if they change something midstream they will be expected to pay extra - they usually use an outside contracting firm for this kind of stuff....if you are contracting yourself, make sure you include benefits (health, dental, etc.) and also overhead for administration of the contract.
