If you have a business justification for an enterprise CMS aka Interwoven or similar. then 17K is nothing. I mean we're talking 2 weeks dev money. If you've got 1000s content contributors or if its a government site meaning the implementation has to meet e-Gif and all those standards its an easy decision.
