do you mean that I have to go into my computer's ODBC setup to make a connection first? If so, should I create a DSN under User or under System? I tried that and I still get the same error.

This is a very common misconception it seems. You will need to notify the administrator what your odbc is so he/she can then set it up. Perhaps the administrator should consider making the notice a bit clearer in future. Perhaps a note on the screen where you create the odbc that you still have to notify admin. I spent quite a few hours debugging trying to figure this one out only to be told I did not read the instruction properly (I didn't read them at all, just like programming a video)

I'm trying to create a datasource in my CF Admin that I just installed a few days ago. But I keep getting this error:
"The ColdFusion MX ODBC Server service is not running or has not been installed."
But when I look in the Services console, that service is "Started". Anybody got any ideas?
