I may not have this exactly right, but you should be able to use cfmailparam to set the Mailer to hide the fact that the email was sent by ColdFusion.

<cfmailparam name="X-Mailer" value="Official Westminster County Council Mailing">

<cfloop query="EmailQRY">
<cfmail to="""EmailQRY.FirstName# #EmailQRY.LastName#"" <#EmailQRYEmailAddresses#>"
from="[EMAIL PROTECTED]"
subject="#FORM.Subject#">
Dear #EmailQRY.FirstName# #EmailQRY.LastName#

#FORM.message#

Regards

#FORM.Sender#
Common Disclaimer and Unsubscribe text
   </cfmail>
</cfloop>

Small note : The text of the email needs start in column 1 of your template, not indented with your code, otherwise the email text winds up indented too.
