I would have also said check if CFFILE is enabled in the CF Administrator. If it's a hosting environment I would have thought the dangerous tags like CFFILE would be turned off as standard. Saying that, it looks like you can upload the file into the CF temp dir but you cant read it back. Sorry if I'm stating the obvious !
