If there is a sandbox ( likely since your using cffile on MX  )
present you also need  permissions to

C:\CFusionMX\runtime\servers\default\SERVER-INF\temp\-
and
C:\CFusionMX\runtime\servers\default\SERVER-INF\temp\

ON YOUR sandbox
