[ cf-dev ] cfsetting not working in custm tag?

I have cf 4.5

I'm using cfsetting to hide whitespace in a custom tag, but it doesn't seem 
to be working.  I have to call the tag with cfmodule.

Does this sound familar to anyone?  Maybe it's a bug.  If so, how can I 
work around it?
