Sounds like "Client needs a solution... I know! I contest!!!" :D Very intriguing problem btw. I think the interesting thing is that maze solving algorithms do not often know the maze beforehand, whereas with this problem, you get to know the maze beforehand. Believe it or not, that changes the problem, so maze solving algorithms are actually not much use. It is possible to work out the problems without doing a "path through the maze" type solution (at least, not initially). I only have a theoretical basis to work from (I haven't done it) but it's an intriguing thought!
