you could look up their IP address to determine if it belongs to a French
ISP, although this isn't perfect as it won't deal with english-speaking
people in France, French-speaking people outwith France, or French users
who's ISP is based elsewhere.
or
you could ask people which language they prefer, French or English. Then
set this as a cookie to work out what content to serve up to them. This is
probably the best way to do it. Maybe in conjuction with the other method
(e.g. set default based on their IP address, but give them option to change
it).
or
you could magically detect if their browser is set to 'French' - no idea
if/how this is possible.
