inspired from https://bugs.launchpad.net/ubuntu/+source/emerald/+bug/202534
changed default for double click on title bar to maximize/restore
Previously this was shading, which still is available with mouse scroll
buttons.
Should not affect current users, as they have already a copy of settings
Makes sense, apply attached patch.
