Given the fact that
a) only i965 cards seem to be affected and
b) according to the launchpad bug report the issue is fixed in newer drivers
this is almost for sure a driver problem, most likely in the shader code.
Please report the bug to the intel driver developers (or preferably the Ubuntu
people first).
