CI is building latest RPMs at
https://artifacts-rpms-openshift-origin-ci-rpms.apps.ci.l2s4.p1.openshiftapps.com/openshift-origin-v3.11/
and images are still being pushed to Dockerhub as previously.

However CentOS PAAS SIG is no longer providing support and making
tagged releases for 3.11
