I think so, those files are available together
am335x-pm-firmware.{bin,elf} under the bin/ folder [0] and License file
is under main source folder [1]

Those files are prebuilt binaries which are available under the bin/
folder and it can be built from source as says the README file [2]
For better checking, you can clone it from
http://git.ti.com/git/ti-cm3-pm-firmware/amx3-cm3.git and enter to
next-upstream branch, not master because the board specific voltage
scaling binaries weren't implemented to master yet
