I would not recommend that - it's not your responsibility, it's the 
responsibility of the administrator / user to setup the php.ini. And if 
he enables to see notices that's fine too, maybe he wants to do so.
If you enable notices all PHP apps will show a lot of info, that's what 
notices are made for.
