Agreed, that's why I brought the topic up here. Are you saying that the
arch forum (which one?) is a better place than the dev mailing list? 

Most of the developers who are supposed to be the target audience of
this idea are not participating in the arch forums, therefore IMHO this
mailing list is a much better starting point.

Note that I don't have any particular proposal to bring to the arch
forum either. I just wanted to start a discussion among those who might
have something more specific.
