As I know, Tizen's IVI profile is being developed now, so I think that

You can create as many users as you want. Your call :-)
Also, if multi-screen is supported by IVI profile, how can displays be
switched each other if users change the seats?
We manage all the display with a a unique Wayland server. So moving the
App from one screen to the other is very simple.
Best is to have a look at the demo delivered with the Tizen Common image.
And, if concurrent login is supported by IVI profile, and several guest
user login, how can system distinguishes each guest user?
You would just have to give them a different name.
As example, the Common demo image, activates five users at boot time.
