We have a Tizen Login Manager (tml) which can
create/remove/change/activate user from a D-Bus API.

The Weston server runs with a specialised User (display) and allows
logged user to to use the display. That model allows to have multiple
user using the same seat.
Please get a look at the Tizen Common test image to get a practical demo
of that feature.
