Hello Quanxian Wang!
I noticed recent declined submit request with 'mesa' package and tried
to enable it in project 'devel:arm_toolchain:Mobile:Tizen_Common'. I
encountered different error not like in submit request, but the solution
should work anyway.
In last update in 'mesa' project you changed name of 'libgdm' to
'mesa-libgdm'. But 'libgdm' was used in 'Prefer:' tag in prjconf, so you
should update prjconf as well. Try applying attached patch and resubmit.
