Could it be solved by adding 'Obsoletes: libgdm' to the spec for mesa-libgdm? 
Just a guess, based on reading this wiki:

Thanks Ed, I used this project to test my patch. And found out that it solves 
error that is not yet occurred.

Actually OBS cannot resolve dependencies in the right way here. There are two 
rpm packages with different names that provide same tag. OBS should 
automatically select newer one from current project instead of old one from 
linked project, but it doesn't. The error from submission will not occur after 
request is accepted, as old rpm file will be removed.

Also the error that I encountered will not occur until the submit is accepted, 
so the patch from first message is still required.

To fix error in submission temporarily add
'Prefer: mesa-libgbm'
to all non-emulator repos in prjconf. It can safely be removed after submission 
is accepted.
