Yes, cert-svc is seems to be more complete here. The problem, that we currently see here, is that this module is not maintained currently (but maybe it is not a problem really). It seems, that the current implementation in crosswalk looks more or less similar to vcore/cert-svc one. But conversely cert-svc --> libxmlsec1 --> libxml seems from your analysis more complete as it include privilege level computation and is, in my opinion -that is maybe wrong when looking to your joint table-, less subject to inextricable dependencies.
