The recently added TLM may also help you, as the daemon is supposed to
manage the user sessions :)
TLM handles utmp side too. Normal user sessions (those that call
pam_systemd) should appear in both loginctl and utmp. While all user
sessions should appear in utmp, but not necessarily in loginctl. (such
as "genivi" user's session on IVI appears only in utmp)
