I largely agree with you. A plan like that would help prevent abuse of whatever 
we do here. That is my largest concern left - when you put in tmp stuff that is 
not designed with solid abstractions, it generally leads to bad places as devs 
leave, fall off, change, other devs start cranking on that code, etc.

That's why, even if we don't do abstractions because we decide they are too 
expensive given our future plans or something, we need to document the hell out 
of in between code to protect it and guide it.

The nice thing about abstractions is that it's easier to document, its harder 
for others to screw up, and it's easier to do proper deprecation and removal.
