I'm porting a ton of code from {{bin/solr}} and {{bin/solr.cmd}} over to Java
as part of the SOLR-7043 effort and have hit a problem on Windows where we
can't launch the {{SolrCLI}} application until solr.war is extracted ... so
it's time to get this one done for 5.3
