While we're at it, how about moving from scripts to Java programs that can be 
run on Linux and Windows? That way we won't need to maintain two scripts for 
everything, and whatever changes we make will be consistent on both platforms. 
I know that I've been thinking about moving bin/solr to be like that for some 
time, it's just a lot of work. But maybe bin/solrZkTool can be the prototype 
since it's simpler?
