I cannot comment with any authority, but I'm guessing that the reason we verify this is so that the users are getting artifacts created by a version that we know for sure is good. For that reason, I think checking the version is a good idea. I do think that we probably need to update the requirement to 1.9, and the 6.0 release is the perfect time. Ant 1.9.0 was announced nearly three years ago, and I've used 1.9.x many times to create packages of SNAPSHOT releases that have worked with no problems.
