Updated patch includes the following cleanup:
* Moves 31 bit GeoPointField encoding methods from
{{o.a.l.spatial.util.GeoEncodingUtils}} to {{GeoPointField}} in prep for
deprecation
* Cuts over to {{GeoEncodingUtils}} in {{core}} module
* Removes duplicate {{GeoEncodingUtils}} from {{spatial}} module
