locally for me fails though interestingly without the {{-Dtests.dups=10}} it
passes.
Had a bit of a look at the [TestReqParamsAPI.java
code|https://github.com/apache/lucene-solr/blob/master/solr/core/src/test/org/apache/solr/handler/TestReqParamsAPI.java]
but couldn't locate a clear point at which to explore making changes.
