So in that case, I'd guess it could be a race where the new SolrCore is opened, 
the old SolrCore is writing the config, the new SolrCore loads no new config, 
the old SolrCore finishes writing the config and closes, the new SolrCore now 
returns no new config because it loaded it too soon?
