There are perhaps other wins we could get in the short term as well. For 
example, if we could tell a cluster stop and start from a simple Overseer 
failover, we could avoid the common waste where we fire tons of state updates 
due to shutdown or some other reason and then when we start the cluster backup, 
we first have to run through all those useless state updates in the queue.
