Ah, ok, if you throttle with the watch implementation, that is an improvement.
I don't think we want the per failed update call to ZK either though. We never
really should have had per update communication like this, to ZK or the
replica. It looked like we still did that, but I'm still going through the
patch. Have been focusing more on testing initially.
