My point is that adding something new like implicit URP, we should at least
make an attempt at the correct way first, and if that fails, fall back to hard
coding. I'll also withdraw the veto if the consensus is, for some good reason
(time, complexity?), that the discovery stuff is added in a followup issue
aiming at 7.x.
