bq.shouldn't support for processor=X, X in XURPFactory, continue?
The problem is this leads to unexpected errors when XURPFactory expects some
initialization params. In this case only the ones which are migrated to the new
format can be used. The only problem is when u wish to use a URP which is
loaded from blob store. Users can always issue a config api command to add it
