setting as blocker since this issue is still listed as "open" but work has 
already been committed to the 7.0 branch but: 1) it's not clear if this feature 
is considered "done"; 2) the new tests have some concerning test failures as 
noted by sarowe.

[~dpgove] can you please assess the state of this issue? (and the linked 
SOLR-10949)
