+1 to require {{Z}} and UTC, with optional {{TZ}}. I think that ultimately it’s
better to mandate a single format for a time instant, at least in the config -
we could be perhaps more lenient in the user APIs, or provide a suggested value
expressed in UTC inside the error message.
