In SOLR-12098, [~dweiss] suggested that we make SSDs the default for choosing
the values for maxThreads and maxMergeCount in ConcurrentMergeScheduler. SSDs
are prevalent enough that it makes sense to do this because the wrong defaults
have a tremendous effect on indexing throughput.
