Now that SOLR-12756 has been committed, all we need to do is to modify the
{{AssignStrategyFactory}} to choose autoscaling as default. But before we can
do that, we need to provide a way for users to switch to the old behavior if
they need to. So I propose that we add a boolean cluster property
{{defaults/cluster/useLegacyReplicaAssignment}} which can be set to true to
force the legacy assignment strategy. By default, this will be false so we can
use the autoscaling framework.
