The last patch also fixes a bug in PolicyHelper which always tried to make a
call to the leader to find the required disk space without checking whether the
leader node was live or not. Combined with SOLR-12836, this caused add replica
and move replica APIs to hang forever in case the leader wasn't running at the
time of the API call. Now we make this call only if the leader node is live.
