[~risdenk] Thanks, there even exists a solr-tests.policy file? I learn 
something new every day ;)

I've been playing whack-a-mole over the weekend, change things one place, run 
the full test suite and see what pops out the other.

the {code}bin/solr -e cloud{code} works now, I didn't do anything specifically 
to fix it. Maybe pilot error.
