Cassandra Targett resolved SOLR-13378.

Resolution: Invalid
There are several simple reasons why this might occur, and the problem most
likely traces to a local misconfiguration.
Our Jira system is not a support portal, please use the solr-user mailing list
for this type of questions until a bug has been positively identified.
