One thing we shouldn't forget about is the Ref Guide which has its own 
build.xml in solr/solr-ref-guide. I'm hazy enough on how it works without 
looking at it to know off the top of my head if it can be deferred or if it has 
dependencies on the main build, but I'll see if I can find some time to take a 
crack at it.
