SOLR-13452: Make a new PackageLuceneSolrDist task for packaging dists for 
lucene and solr. I think we should change the Solr dist structure to simply 
match Lucene instead of kind of matching but not. Still need to dist 3rd party 
libs and handle special cases like solr server and webapp and whatever.
