I think Noble addressed exactly this part in his recent work; plugins can be 
hot loaded (in their isolated classloaders) without needing a node restart or a 
core reload. I am very impressed by what I see in master.

That work, along with the PF4J for discovery, repository, dependency etc. 
should make for a very cool overall solution.
