I opened issue: https://github.com/apache/lucene/issues/13647

when reviewing the references, seems like the most important is to fix
the release wizard. this script tries to check that your GPG is "on
file" by accessing
https://home.apache.org/keys/committer/<username>.asc but the same GPG
fingerprint data is at least available elsewhere such as
https://whimsy.apache.org/public/public_ldap_people.json
