Hi Adrien, Can any non-Lucene committer / non-PMC member be a release manager? I checked ReleaseWizard.yml <https://github.com/apache/lucene/blob/main/dev-tools/scripts/releaseWizard.yaml> and it seems like this would be possible with assistance. If no-one else is available, I can volunteer to start the release process.
