I did this, and it uncovered a bug in handling of Server Side Includes in
{{JFlexHTMLStripCharFilter}} - hooray for evil tests.
The timings, this time for 10K iterations:
* {{HTMLStripCharFilter}}: best: 48.6 sec, worst: 49.7 sec
* {{JFlexHTMLStripCharFilter}}: best: 15.5 sec, worst: 17.3 sec
