here is the patch I got Adrien to test on IRC.

We should commit this to trunk and 4.x so that we have repeatable builds (not 
failing for developers in country X but passing for developers in country Y).

For 4.0: we have options available, we can commit it and respin, or we can 
simply mention in the errata that if you are going to generate javadocs, you 
should set some -D's as a workaround.

As far as I can tell this bug has always existed in Lucene's build.xml, its 
just that we never had checkers that would find it :)
