Removing blocker, because:
# I set my locale to fr_FR locally and ran this, the javadocs are perfectly
readable even if the checker is unhappy.
# 'ant javadocs' succeeds with this configuration and again the javadocs are
readable. So fr_FR users can generate javadocs even with this specific jdk and
they will be readable etc etc.
Again this html issue (likely a jdk bug) does not affect the end-user really,
since the files in question are perfectly readable. But we should still commit
the patch to trunk/4x to avoid false build failures for developers.
